There are issues which affect copyright which arise which aren't covered in the 1978 Act. Many are concerned with new technology.

Further possible exceptions (there may be some overlap)

  1. Interlibrary and document delivery services
  2. Translations
  3. Conversions to different formats (including migration when technology changes)
  4. Modifications for deaf persons (making works more visual)
  5. Conversions for visually-impaired/blind persons into Braille or for text to speech software, etc.
  6. Providing teaching material on a website for teaching purposes
  7. Caricature, Parody and Pastiche
  8. Reengineering and adaptation of computer program
  9. All official Govt. documents should be in the public domain
 10. Quotations
 11. Temporary copying in the digital environment
 12. Parallel importation (where material is too expensive in one’s country)
 13. Compulsory licensing (to enable countries to publish and translate into indigenous languages)
 14. For inclusion in projects/assignments for educational/teaching purposes.
 15. tests/examinations and assessment purposes
 16. For training purposes for staff (non-commercial purposes)
 17. For preserving the cultural heritage in Legal Deposit Libraries, Archives, Museums and special library collections (in all formats)
 18. Inclusion in broadcasts/films/TV/video clips for non-commercial/educational purposes
 19. Public-funded research articles/papers, etc. to be placed in an institutional repository
 20. Circulation of articles to be discussed in preparation for a meeting or at a meeting
 21. Current awareness/digital information services to promote the content pages of journals/books
 22. Films/videos should be allowed to be shown to learners in a classroom situation for critical analysis/review/research purposes.
 23. Posters for educational or library purposes
 24. Works included in electronic theses and dissertations should be allowed, since this is for research purposes (non commercial).
 25. Performances of plays, musicals, for non-commercial, educational purposes
 26. Making copies of personal music, training, inspirational or other tapes, CDs, DVDs, to use elsewhere, e.g. in office, car, on holiday, etc.
 27. Newspaper clipping services for libraries
 28. Articles/extracts for books for educational purposes (in other words, an exception to allow coursepacks or studypacks).
 29. Use artworks/digital images in electronic theses and dissertations (for research purposes)
 30. Material of critical importance, like HIV/AIDS info in a pandemic, should be allowed to be circulated to health workers, etc.
 31. Out of print books should be allowed to be copied for non-commercial and library purposes (i.e. without getting permission)
